how do i get through to people that have recently disconnected phone numbers?

im living quite a long distance from this person that i am calling, and they just recently got their phone disconnected,i have a cellphone, they have a telephone... people have told me that u can call disconencted phones with ur phone, i was just wondering if what these people have told me is true, and if so, how do i do it?

What you could do if you can get their address or at least the street name and city is go to http://www.whitepages.com/10001/reverse_address
and find one of their neighbors. Most ppl will leave a note on their door for you for them to call you if you ask them really nicely :-)
