It means 9 o'clock EASTERN time zone and 8 o'clock CENTRAL time. They just use the "shorthand" version because most people understand what they mean.
So when you are watching a show on TV at 9:00 p.m. in Ohio, in Oklahoma they are watching the same show at the same moment, but it came on at 8:00 p.m. since Ohio is Eastern Time and Oklahoma is in Central Time zone.

When it is daytime on this side of the world, it is nighttime on the other side. -Also, the only stupid question is the one not asked.
