This is a matter of debate within not only the Island's population, but also the United Nations. Some consider Puerto Rico to be an unincorporated organized territory.
According to the ranking of Insular Areas, Puerto Rico and the Northern Mariana Islands are commonwealths of the United States of America.
One other nation had commonwealth status (Freely Associated State) which was the Philipines, before they gained independence in 1946.

Yes. Anyone born in Puerto Rico is an American citizen, so not all American citizens speak English! Puerto Rico does not have a vote in Congress, as it is not a state. Every few years there is an attempt to make PR the 51st state, but so far it has not been successful.

Yes, Puerto Rico is a territory of the U.S. just like the U.S. Virgin Islands and other terrritories.
I think (and have thought for many years) that we need to give Puerto Rico its independence.

Puerto Rico is a territory. People there are USA Citizens, but they don't have to directly pay Federal Taxes.

No Puerto Rico isn't part of the USA. The US "owns" it, but Puerto Rico isn't a real US state.

Yes sort of, USA won it from Spain in the Spanish American War and it was a possession, its called a Commonwealth. I think they don't get any electoral votes so they can't help decide elections, and I think their governor gets appointed but I am not sure on that one. Some Puerto Ricans want it to become a state, some want it to be independent, some are happy with things like they are now.
