LadyDeville got it right, except I heard on the radio yesterday that it was changing. I also thought it was 22+, not 21+, but I guess that doesn't apply to you anyway. I'm also 16 and get paid £5.50 an hour, there are good jobs out there if you are willing to look. Don't just expect to walk into a shop and get a fantastic job, too many of my friends planned to do that at the beginning of the summer hols, and found themselves rather bored at home as a result!
