If it does respond, reward it with a little treat. Do that every time it does. When you have the cat on your lap, pet it and say, here kitty kitty over and over softly, and reward it with small treats. Or you could use the cat's name.
I teach my kittens to know their names by petting them and whispering their name to them over and over, and then rewarding them. I've had cats that actually know each other's names. When you called one, the others would look at him or her.
Cats are a lot smarter than they let on. When they sit with their back to you and one ear ****** back towards you when you're "kitty kitty-ing", they know what you want. They just don't feel like doing it. ;-)

My cat responds to 'Hey, ____ come here!" I'm not kidding. When my husband discovered that he came to this and not here kitty,kitty he was so upset that he had to call me at work. I've just always talked to him that way.

Cats have a funny personality. They do what they want. I can call my sister's cat to come to me and she'll stare at me right in my face and not move. Try using food as a reward and maybe eventually the cat will come more often.

Try shaking a bag of cat food or turning on a can opener if you feed it canned food! They will usually respond if they think they are getting food!

Belittle the cat subtley. Let it know you're the boss. Don't forget to insult its mother.
