Paypal is a system for paying and receiving funds via the internet.
Go to http://www.paypal.com to open an account. All you need is either a bank account or a credit card and an email address. I use paypal to purchase goods won on Yahoo Auctions, bidville.com and Ebay.

Paypal is a way of paying for things without a credit card account. You need to set up a checking or savings to pay for things with it.
