the EUROPEAN UNION would take that mantle because they are going to be much more powerful than AMERICA could ever have visualized in comparison it makes AMERICA puny in size why do think AMERICA doesn't want EUROPE to form it's own military force. and dump UN forces because it scares the crap out of them that's why.
