Need to know if this is an accepted practice, and if anyone has documentation to support this, that would be a huge help!

The Call Center that I worked for would only allow employees to read books/magazines or surf the internet BETWEEN calls, not WHILE TAKING calls. Big difference!

If there is not a company policy against this, then it is up to the Management. It seems like it would be distracting, but understandably, there will be down time also at the call center. I was a receptionist many moons ago and read at my desk. That is different.

I used to manage a call center in Dallas, and I would not let my agents read while on the phone. It tends to take attention away from the task.

How would you feel if you were talking to someone else, that was chuckling, reading about the misadventures Calvin was getting Hobbes into today?

There's no industry-wide legislation governing things like this, but a diligent employer would quickly shun any such activity.

No. The call center I worked in would fire someone for doing that.
