I'm a us citizen but my boyfriends not. But, he's got his passport. Long story short...Do we need to both have passports or IDs or what? HELP!!!

If you are a US citizen just bring government issued ID and birth certificate. He needs passport.

(Assuming he is coming here to visit the US side of Niagara Falls)
If he is a Canadian citizen, he needs a birth certificate and picture ID, or just a passport.

(If you are both going to Canada)
If you are going to Canada and your boyfriend is not a citizen of the United States or Canada, he only needs a passport.

You could get some information from the Niagra Falls website. They have an area that you can ask questions or contact them.
or you could go to the USCIS (INS) website to get details. Maybe they'll have a phone number for you to call. With all the Terrorist stuff going on they're being really tight.
Try the Niagra Parks one first though!
