The best way is to copy the picture and pest it in the microsoft photoshop programme where you do anything that is either expand, delet, reduce the size, or unwanted mark, or even paint it.

yes, i would use microsoft word. A bit unusual you say? Word allows you to reduce the size of copied pictures without meesing up the ratios. (Making to picture too thin or fat)

Download in different format, save into a different format, compress using winzip, winace or other compression tool. possibilities are endless.
