my exes brother says he tracked me talking to him from his AOL im not sure if its bull **** or not.

Most likely what he tracked was an IP address back to your local router or dial up connection. If you were talking to him via IM you would have known about it.
Since IP addresses are Dynamic it could be that shortly after you were on someone else got the same IP.

He would need access to records your ISP has to get your location.
If you just want to mask your ip address, you need to find a proxy server (google it) to go through

Yes he can do it. I doubt that he did, but he probably made some deductions form questions he asked you.
