Most calendar months contain a single full moon. But because the lunar cycle is 29.5 days and almost every months is longer than that, two full moons occur in a single month on rare occasions, and the second such moon is called a "blue moon." The rarity of this event gave rise to the saying. In addition, environmental conditions can sometimes give the moon a bluish cast, but that is not what the saying refers to.

A "blue moon" is the second full moon seen in one calendar month. This does not happen very often. A blue moon is always near the end of the month. The first moon is always near the beginning of the month. Since the moon takes 27 1/3 days to circle the earth, and two full moons occur at 28 1/2 day intervals, (due to the movement of the earth around the sun during the moons orbital period of 27 1/3 days), the time between two full moons varies. For that time between two full moons to fall exactly in a one month time period, let's call that 30 days, (that is when you get a blue moon), happens relatively rarely. Thus once in a blue moon means "(something that)... doesn't happen very often at all".

when they say blue moon it's not really blue.
you see the moon revolves around the earth every 29 1/2 days and on very special occasions a next revolution starts on the same month that the previous one started on. A.K.A. a Blue moon

blue moon is areal phenomena there was in 1974 in the wither of that year. it happens once every one thousand years.
