No, it is not a criminal matter, but a civil matter. And, they can sue in small claims court. Or, as others have said give you a poor credit rating. They also have every right to call you, mail you, and make attempts to recover what you owe.

No, but they can file a civil lawsuit. Try paying back your loans, and this wouldn't happen.

depending on what state you live in will determine what actions they can take against you
regardless, they have to get a court order to levy your account (if the state allows such actions) or to garnish your wages (again, if the state allows the action)
the main problem is it goes against your credit report

it depends a lot on the amount financed - sometimes it can be a misdemeanor, sometimes a felony - also depends on what state you live in if it is a crime - f.y.i.: passing bad check is crime everywhere
