Custody usually deals with what's in the best interest of the child.
Having parents on drugs wouldn't be in the best interest of the child.
The fact that they lost their children shows you the system didn't think they were in the best interest of the kids and since they were placed in your home you must have shown signs that you were a alternative.
It seems that drugs is what placed the children at risk and if the parent or parents are still indulging in such reckless behavior, it should be more in your favor to gain full custody after a length of time that the system feel was given for the parent or parents to get their personal life in order.

Depending the length of time the mother has been separated from the child and if CPS is involved CPS will give the biological parents like a year to prove to the courts that they want a second chance, usually if there are drugs involved they don't do whats required by the courts and loose their parental rights and the child then can be adopted and you can get full custody be by law you'll be the parent.

Go to the state agency that placed the child with you and ask them to give you the proper procedure to file for legal right to the child. Because an agency has gaurdianship of the child there may be more steps you need to take.

I think that both parents will have to file to end their parental rights in order for you to get custody of their child. But you really needs to go to social services to get more information.

It may be easy... depending if the mother is willing to relinquish the child... she may do some drug treatment and then get the child and children back. I would hire a attorney for adoption... look at www.yellowpages.com and type in your location and see what you find.
