Hopefully never, I love New Orleans, it's my favorite city in the US, but why should my tax dollars go to fix a city that sits BELOW sea level? Hurricanes aren't going to stop coming, are we going to rebuild every time it gets flattened. I know this isn't going to be a popular answer but it's the truth. Also, levys aren't meant to stop hurricanes, they're meant to give people time to evacuate.

Hold your breath and stand on one leg... you will definitely fall over or faint LONG before the new maglev system is built.

In fact... it's going to be YEARS, if ever, before all those great sounding plans get done... and, just one more hurricaine and New Orleans will be history.
