There is no such thing as herbal medications. They are just herbal supplements, medications are made to directly effect something in the body, while supplements do not. It is ok to mail them, it is not illegal.

You can mail herbals through the regular mail, but you need to declare it just to make sure. Like when I send liquid essential oils, it's important to let them know they are liquid in glass and make the package fragile. Of course, that may have changed with all the liquid bomb stuff in the news of late.
