I believe President Bush stated this. What I think he was trying to do, though, was flush the egomaniac out. These terrorists are full of themselves, and love the glory. If bin laden thinks we no longer care about him, he will do something stupid and be easier to find. And haven't we had more tapes from him lately? He is becoming more vocal again.
