Probably Lazy Town on Nick, Jr....the girl wears a hot pink wig, and several of the other characters are actors, but her friends are animated. It teaches morals and values to children and is a great cartoon for babies to toddlers to young children! My 6-yr-old still likes it.

I think that is Tammy Fay Baker the show is The 700 club I believe That is the only show I can think of with a pink wig that isn't a cartoon

Lazytown. The bad guy and the dancer man are both from Iceland. The dancer man is actually an athlete. The little girl is 13 or 14 and her name is Julianna Rose Mauriello- she takes dance and singing lessons. Strange show.

It sounds as if you are describing Stephanie from Lazy town. She is always running and all and the kids love it. It has gotten my 4 yr old to call his fresh fruits and veggies Sports Candy
