A "month" is not a literal term. We have chosen to use it as a measure of time, but thats not what it is. July is a month. October is a month. There are twelve months in a year because there are twelve "month names". Saying that there are four weeks in a month is an approximate, thats it. Time is used based on our position in the solar system. The hour, the day, the year. The month is simply convenient.

Life goes in cycles; repetition is an important part of life. That's why we pay attention to birthdays, Christmas, paydays, etc.
From ancient times, the seven-day week, with a day or two off for rest and rejuvenation, seemed to regulate human behavior. Six- or eight-day weeks could possibly have worked, but seven it was. The important thing is that there was some of time that could repeat, so everything, especially the work week, could start over again.
The month is based on the moon cycle of 29 1/2 days between full moons. Many ancient calendars were lunar, with 12 months (354 days) in a year. Because the solar year has 365 1/4 days, some lunar calendars added an extra month sometimes, and others, such as the Roman Julian calendar, adjusted the number of days in a month.
That's the historical/scientific background to your question.
Now, back to the difference between 7 x 4 = 28 vs the 30 or 31 days. They have nothing to do with each other. Human activity is broken up into regular, repeating seven-day weeks, with 52 weeks plus one day in a year (or plus two in a leap year).
The month, as it evolved from the moon cycle to fit the solar year, divides the year by twelve, so there are exactly twelve months in a year.

A month originally was 28 days, but the calendar was altered, with several days added to most months. So, in fact, it's just no longer accurate to say that a month consists of four weeks, even though we often use that approximation. In fact, it's more accurate to say that there are 13 weeks every three months, so a month is about 4 1/3 weeks.

There are 365 days in a year and if you divide that by 12 (months) you get 30.4166666 or just over 30 days. There are actually 4-1/3 weeks in a month. because 30 is not divisable by 7 evenly. This is how some places figure your monthly income for getting a loan. They take your weekly amount and mutiply it by 4.34 to get an average.

The word "month" has several separate meanings referring to different periods of time around 28-31 days. In everyday use it may not be important which is meant, but sometimes you need to be clear. For example, if your salary is paid as $1000 monthly and you pay your rent as $200 weekly, you might at first think you have $200 per month left over, but in fact on average through the year you have only $133.33 per month left over, or if you don't realise this and gaily spend $200 per month, you end up $800 in debt at year end, this has puzzled many. Hi. It's better to approach from the other end because months are arbitrary (and Feb messes everything up). A year has 365.25 days in it. There are 52 weeks so 365.25 / 52 = 7.0240384 days in a week. Since this would make no sense, we multiply 7 * 52 and get 364 days in a year. This way we minimize your problem to only 1 day. (You may want to check out sidereal time.)

Four weeks a month is an approximation.
A year consists of 366days in a lip year.
A year consists of 365days in a year apart from lip year.
52 weeks per year is also an approximation.
It is better to go with the calender on whom whole world is running!
