You usually have to make HTML codes and banners with Flash :)

Many sites have what is known as an 'Affliate' program. Look for a link on their website and it will explain how their program works. If you are looking for a advertising program that allows for rotating ads to be displayed and you being paid for 'click throughs' then you will need to find a site that offers those types of options.
Once you find a site that either has an affliate program or a advertising program that you want to use, you will then need to 'sign up' for their program. Once that is done you will need to insert the code necessary to make the advert work and to insure your will get paid for the reference. Generally the sites where these types of programs are offered will have instructions on how to get started and how to set up your web pages.
