Two easy possiblities:
Take a small pan(I prefer a skillet) pour the desired amount into the bottom in a single layer. Turn the heat to medium and shake the pan every one in a while...when you smell them they are done...this works for all nuts as well as sesame seeds or any seed for that matter. You can add butter and brown sugar and maybe pepper for a spicy topper to salads or veggies...

The second choice is put the nuts onto a baking sheet in a single layer and place in an oven at about 250-300 degrees..watch til toasty or when you smell them..stir occasionally(or not)

The top of the stove is my preference because I find it silly to heat an entire oven(and the house and ME) But if it is hot anyway...hopefully this helps...

Why would you want to cook hazelnuts? I presume you mean you want to roast them. I'm sure you could roast them for 10 mins in an oven or pan fry them (no oil).

Toast them like you would any other nut. I substitute them in any recipe that calls for nuts. I love the taste.
