Generally Cincinnati is safe. It has crime like any other city, but it is diverse as far as races are concerned. If you aren't hanging in places where the gangs are and you aren't into the drug scene, you should be fine.
You can also stay on the Kentucky side of the Ohio River, south of Cincinnati, in Covington if you want to be in an urban, but less "city" area.

No, not at all. Just dont be committing crimes or running from the police and you'll be fine. Cincy definately isnt a big racist city, its north of the Mason Dixon line at least. And you will find that there is a large minority population within the city. And its pretty safe, as long as you yourself are staying out of trouble, like lots of other places.
