I take it from your question that you wish Luc was doing more cool films like Nikita. I do too.
I once read that he only wanted to direct 10 movies before stopping altogether. "Arthur and the Minimoys" seems to be his last if he's true to his word. Sure, he's produced a lot of crap - but his body of work as a feature director is varied and impressive: The messenger, The fifth element, The big blue, Subway, Leon, The final combat. He seems to direct projects that stretch his limits.
You can't expect the movies that he helps produce to have his style or vision in them. A producer helps get the funding for a project and consults with casting, script and logistics of a pic.
He does this for money. This is a job.
The films he directs - he does more as a passion. You may not like all his films - but they're each done with a specific goal in mind. Those movies aren't crap.
Because he's got a high profile name - anytime he's a producer on something - they promote his name to sell tickets. Most of these are crap.

But Angel-A is terrific, one of his best. And he's made worse movies in the 1980s, eg. Subway - the only attraction in that movie is Isabelle Adjani.

i like his transporter movies . silly but entertaining . you don't need your brain all the time to enjoy movies.
