White clouds would be a good choice, they come from cold mountain streams in southeast Asia. They were originally called the white cloud mountain minnow. They are a very pretty little fish, but they do require a filter as do all fish.

It is wrong to assume that bettas (pronounced bet-tah, not bay-tah) do not need a heater, they are tropicals and need at least 76-78 degrees. Whoever said anglefish don't need a heater is dead wrong, they are south American and need at least 74-78 degrees to thrive.

Whatever fish you end up with, don't forget to do your regular (weekly) partial (25-30%) water changes to keep them healthy and the toxin (ammonia, nitrates, nitrites) levels low (0).

Your options are severely limited, since you don't have a heater and you don't want goldfish.

Bettas are tropical fish, and in order for them to stay healthy, they need their water to stay at around 78 degrees. So you cannot get a betta without a heater. The same applies to any fish labeled as "tropical" - they are meant to be kept in temps ranging from 74-78 degrees.

White cloud minnows are pretty much your only option. They stay fairly small, are rather hardy, and come in a variety of colors. However, like with any fish, you need to make sure their temperature maintains at a steady rate - fluctuations of more than 4 degrees per day, either high or low, will lead to disease. They will also need to live in a clean, filtered, cycled tank (no bowls).

May I ask why you don't want to use a heater?

Most large end pet stores have a their fish divided into various types. Community, semi-aggressive..... There is a "goldfish" group that includes things like dojo loaches, and some strange looking "sharks". Also a number of tropical fish can take lower temps, minnows, danio, guppy, and platty/swordtail. Note these are require a filter.

LOL. But I was going to SAY goldfish! Anyway, it depends on the tank's natural temperature. If it's in the house, and has lights, it will probably be warm enough for all but the most exotic fishes. Put a thermometer in it and find out what range it stays in, then go from there.

For god's sake Bettas need a heater!

White cloud minnows are probably your best bet. They are pretty and they stay small. Dont get goldfish if you dont have a large tank (55gal or more)

white cloud minnows are a good choice...i'd stay away from bettas, as they are tropical therefore should have a heater.
