Dude, don't get a Dell.
My PC is a 2001 Compaq, and I've upgraded it to my liking somewhat cheaply.
I'd suggest backing up your files onto an external storage(pen drive, whatever) and reformat and reinstall a fresh copy of XP.
If you're not too worried about the pictures you have, just reformat what you got.
If you have the money to spend on a new system, go ahead and get another, Don't just throw out your old one though, because you can do some upgrade experimentation.

It sounds like you deleted too much. Put your Windows CD in and attempt to reinstall.

A new computer? A basic Dell computer will handle your scrapbooking and photo storage needs without any hassles and can be had for under $300.

Well, you didn't say how old the computer is, so, it's hard to decide whether or not you need to replace.. I would suggest talking to a tech friend and having them see if they can fix what you've done to the machine. Not being nasty, just stating a fact..
