Click on it and hold the mouse button down. Drag the bar back to the bottom of the screen.

Then do a right-click on the taskbar and go into properties. Check the "lock toolbar" option. This will prevent you from accidently moving the bar in the future.

Click on the taskbar and hold down the button of your mouse as you drag it back down to the bottom.

Do not let go of the button until its in place then release.

If you can not drag it to the bottom, right click it and uncheck Lock the Taskbar, and try again.

To prevent such a mistake select lock the task bar.

Just click on it, holding the left mouse button while dragging it to where you want it to go. Prevent this from happening again by right-clicking and selecting "lock the taskbar"
