If i got the ducks cleaned would that stop the whistling sound?

If you have a flap vent at the extreme exterior point, there may be may something obstructing its operation.

Most ductwork has a damper at each ceiling (or floor) register. There will be a knob or screw in the center of a round register or a lever on one side of a rectangular register. Try adjusting the damper.

While duct cleaning is a good idea once in a while I do not think it will stop the whistling.

If it's really windy, sometimes they do that. Also, the little cap on the outside of the house that closes when the exhuast fan is not running may not be closing or may be broken.
