Any reasonable restaurant won't charge you for tap water. If they do, by law (although I have not once seen this happen) they are obliged to serve you a free glass of tap water when you sit down. Quote this and they can't refuse to serve it to you.

Yes, if they wish. It is their restaurant, and they can charge for whatever they want, you have chosen to go there. If they choose to not serve water unless upon request, that is their option. You choose whether or not to patronize a restaurant. My feeling is that they will lose business and leave money on the table if they charge for water or the bathrooms, I would not go back, and I'm sure other would not as well.

Most restaurants in Southern California only serve water on request and do not charge.
I was with a friend recently at the Shorehouse Cafe in Huntington Beach. We were short of money and decided to just have two glasses of ice water with our meals instead of ordering beverages.
When the bill came, we noticed $1.58 charged for the two glasses of water!

Yes they can as they have to pay the water bill and the waiter has to go and fetch it and bring it to you so his time is charged as well. Some restaurants do say on their menus that they charge for water, but I would be surprised is they failed to serve it to you once you have requested it.

They can do whatever they want it's their business. If they bring tap water without disclosing a charge, I would ask to have it removed from the bill. If they are very trendy and hard to get into, you might have to take it. I would never personally patronize such a restaurant.

they can, mainly because of the service behind it, and the washing of the glass afterwards, the detergent, lighting, heating and everything else that people forget when they pay for a drink and moan about the olden days when you could by a pint for a penny and a house for a fiver, get over it people
and by law, you cannot refuse to serve them water, its an old law, made during 1800, it was the only way that the homeless could get water, you can refuse them the second one though, weird law but still stands now

All businesses are on a water meter, so think that allows them to be able to charge for water. Some do and some don't depends on the owner really.
Only new houses have to have a water meter in or people who request one, businesses don't get that choice.

Think it's a cheek if they do but on the other hand, they have to pay for their water like you and I. I can't think of a good enough reason for them to refuse to serve it though, I mean they can't say it may not be clean as they have to cook with it!
