I don't know the total, but I know California is clearly one of them. Personally, I think it should be an option, depending on the local government. But then, I am a Libertarian who hates billboards, so I'm very conflicted about it. Maybe permit them, but have a big "boycott anyone who gets in your face" campaign until they no longer are cost-effective advertising?

We Libertarians have to be creative in offering solutions, because our way is so far from the current policies that it takes thinking very remote possibilities. What if government just was not involved in the question? What a BIG "what if"!!!
