Without having to get new testing materials between tests, what is the most reliable method for testing pH?

I would say a pH meter. Rinse the electrodes with deionized water after each measurement (very easy) and then take your next measurement. Very reliable, can be used for years and years if maintained well.

Much more accurate (typically to two decimal places) than full range pH paper.

A pH meter. Use it over and over. All you have to due is recalibrate every so often using a strong acid and base of known pH.

I would say a pH meter. You just need standards to reset your meter each time.
