get something that uses enzymes to break it down. I used this stuff called Woolite Pet Stain & Odor Remover. You can pick it up at most grocery stores, Walmart, Target, etc...

Trust me on this, this stuff works great. On a camping trip to tahoe earlier this year, our black tank backed up, and a small leak happened in the storage spot under the toilet, and yes it stunk BAD!!! I used this stuff in there and it was like it never happened after 24 hours. So, trust me on this, it works.

hope you have alot of time on your hands... the best way to get it off the walls is to wash them down by hand useing bleach or they sell products that work well at most pet stores...sometimes you can find them at cheaper places like wal-mart or Big Lots. and the carpet is easier to replace than it is to clean..sorry and good luck. if the urine is from a male dog or cat the smell is caused from an oil secretion in the urine that the amimal uses to mark his territory. its greasy and hard to remove without a cleaning agent that will remove it.. and get rid of the problem pet if you have not done so..or the problem will repeat itself until you just learn to live with it..

There are sprays you can get at the pet store for the rugs -- don't know how they'd work on wall, though.
