whats the correct ratio for water/bleach to use as a cleaner around the house , like on countertops and such??

I do 1 to 3, but only if its mixed with water only. Be very very careful on mixing anything else, or with any other cleaners as the fumes can make you pass out.

But if you're trying to clean grout, or what not, a 1 to 3 ratio is good. Increase the bleach content if you have some real trouble spots though. Also be sure to wear gloves, trust me, you'll thank me for telling you that.
