It depend on the bank you are using, for example Washington Mutual allows you to use the 100% of the amount of the check before clearing but for other banks you will have to call customer service and they will let you know. Most of them does it.

It's different with every bank, but as long as there is no hold on the check, you should be allowed to receive cash back. It is possible that you checked your balance on the ATM before that system updated. I know that at my bank the ATMs run on a seperate system through the debit card company than the one say, the tellers use, and as a result the balance reflected on the ATM receipt is not always up to date.

Try using a cashpoint first. If that says no, then the shops system will too.

risky, you wont get cash back but you may be able to buy stuff according to the floor limit of the shop.
I have to wait days for stuff from tescos and boots to finally leave my account.
