Because a man with only 1 foot buys a pair of shoes. On the way home from the store, he tosses the shoe he does not need out the window.

Because little kids like to throw shoes out the window when riding in a car. An old neighbor of ours had a young daughter, and when they were riding along in the car she thew her shoe out the window. So mom had to drive back and get it.

Also, did you ever see the movie "Where the Heart is"? Remember the part in the beginning where her shoes fell out of the bottom of the rusted car? Also another explanation.

If there was 2 a homeless guy would have already picked them up.
The wearer probally lost the shoe running from the police and him and his other shoe are in jail.

Do you know I am glad you asked that question, because so have I!

I never quite know what to do, stop the car, and look for a leg appearing out the bushes that has the other shoe on, or motor on by!?

I think because most times the person that lost their shoe is a one-legged individual.

Only one-legged people abandon their shoes... if you lost one and you had two good legs, you'd go pick it up, but if a one-legged person loosed a shoe, well who cares? They can just use that wheelchair under them to get home.
