Sounds like some nasty b@stard has keyed the car, that is to get a key and drag it along the paint. The best thing for it is to get the affected side resprayed, its the best option! The white means its down to the primer. There is another way, but its fairly labour intensive, that is to get some touch up paint, and using a fine artists/modellers brush is to fill the scratch with paint until it is slightly overfilled, allow 48 hours for it to harden and then use a product called Langka, this is a special white liquid which only goes for touch up paint and not factory paint (they are very different to each other chemically). the product comes with a plastic card which you wrap in a rag, you then carefully rub up and down over the scratch with some liquid on the rag, it should then start to dissolve the paint so that it levels out, the card keeps it flat. You obtain this stuff, in the UK, from a company called Frost, they're in Rochdale, their web address is www.frost.co.uk, the Langka costs £15, It does work I've used it, but it takes some experimenting with to become a pro with it! Usually deeo scratches can cost hundreds to fix, it usually entails repainting that entire side of the car. A good way to judge is if you run a finger over the scratch and you feel a deep obious gouge then it need to be completely repainted. Even at a Maaco it will run you 300-500 bucks. Dont attempt thos DIY paint touch up cans, they really never match perfect, i messed up my car that way.

Your friend should be able to claim on her car insurance for 'vandalism' - I did this about 6 years ago when my ex-husband scratched down the full length of my car! The most she will have to pay is the excess on her insurance.
A bodyshop will probably charge in the region of £300-£400 (possibly more, depending where she lives) if she doesn't want to go through her insurers.

If the scratch is white then it has scored down to the primer (undercoat). A professional scratch & chip repairer MAY do it, but for best results a full respray of the affected panles is the only option.
Anything from £100 ($200) to £1000 ($2000) to repair yourself.

If the scratch is white then unfortunately the damage has gone through the paint and hit the primer. As the paint has been totally removed the only viable way is to get the vehicle resprayed as no amount of polishing or buffing will replace the paint!
You could ring round and see if there is a company in your area that deals in stone chips or minor damage there usually called chipsaway or something!

If this was a hit and run, and she has insurance, contact the agent and they will take care of it, minus her deductible if any. If she caused the scratches, get an estimate from a good body shop, and pay the price. Only they can determine costs, since I can't see it from here.

Body shop can't be a lot.
Tell her to wait a while , she will surely collect some more scratches and bumps and can have them done all together .
