It's against their terms of service to give away accounts, and they monitor things like IP addresses, so you'd probably just lose it right away anyway.
Why not just create one of your own? They're free to create.
If you're too young to make it yourself, the guidelines about parent permision are there for a reason, so you need to get parent permision or wait until you're old enough to no longer need it. Finding a way around the rules is probably just going to get you an account that would be frozen right away anyway.

You can't transfer accounts - it's against Neopets policy. It's free to start an account and it costs next to nothing to adopt addition pets once you have an account.
