Are you thinking of an electric guitar or an acoustic? And electric guitar is easier to play but will only make significant sound when plugged into an amp. An electric also has cords that will tie you down to one spot. However, you can practice on an electric very quietly and not disturb your parents and neighbors.
An acoustic guitar will make sound anywhere and is great for a variety of styles from folk to rock to country. However, people will hear you when you play it and an acoustic guitar is tougher on the fingers of a beginner than an electric. An acoustic doesn't have the added gear or tethering cord required by an electric guitar.
Plan on spending at least $300 for a decent guitar, either acoustic or electric. If you get an electric, figure another $100 for an amp and cord.

It depends on what you want to do.
Electric guitar striings are thinner, so they will be easier for learning bar chords and bending techniques. At the same time, you have to buy the guitar and amplifier so that can be expensive.
Acoustic guitars vary in price and come with either steel strings or nylon strings. The nylon strings are less painful when you are first building up callouses on your fingers, but give a very different sound (Flamencio guitar music) than steel.

I used to play guitar, but haven't for about 15 years. I hocked my first one to pay rent, so I just bought one off of eBay for a total of $38.00 (with shipping). It's cheap (and it's pink!), but at least it's a start. I can always buy a more expensive one if I decide to stay with it or play in public again.

get an acoustic, like a yamaha or epiphone. acoustics are a little harder to play but once you start to learn, playing an electric guitar will be very easy

Get an acoustic under $200 that is what I did.
learn on it and change over to what you want when you get better. I like the acoustic the one I have is so nice!
