What you needs is a voltage doubler. These can be put inseries to get a better effect.

use a transformer, by making a connection on and off on a step up transformer will create a high voltage, of spike
Example get an audio transformer 8 ohms to 1000 ohms,
( speaker transformer, try radio shack or the Source)
the 8 ohms side has 2 wires, connect one to the "+" side of a 9v battery and the other leave free, and intermittently touch the "-" side of the battery.
The 1000 ohm, side will produce a high voltage, but very low current, it will really harm you but will give you a good shock.
Hold both wires between your finger and thumb of the same hand. but make sure they do not short, then with the other hand touch and release the wire on the battery.
Have fun but be careful,
Also if you leave the battery on the coil too long you will burn out the coil, only a quick touch is all that is required.

As a kid, I once built a Tesla Coil that ran off a battery and could give one heck of a shock. But the TC does not sound like the "thingy" you have described.
In case you are interested in the shocking news about Tesla Coils, start with the Wiki source listed below. But be careful, especially when handling the capacitor, you can get a real jolt. Take it from one who's been there.

If you creat a simple circuit with a 12v battery and connect two wires to it, the wires should have enough resistance to cause a bit of a shock. However, if you increase the resistance, by attaching a resistor, I think you will be able to adjust the shock. The power, the amount a wattage, can be calculated by the following equations: Power (P) = IV (current*voltage) = I^2*R (current squared * the resistance) = V^2/R (the voltage in you case 12 V squared divided by the resistance of the resistor)

You do not want to shock people for your science fair project. It is unsafe and not a good demonstration of a scientific principle. Batteries are low voltage direct current which is not a good way to shock people. There are way more interesting science projects which demonstrate static electricity. That would be much safer for you.

You have to boost the voltage. In older cars they head this mechanism to create sparks in side the cylinder. Get one of thise and use a 12 volt battery and you will get shock

i dont think you can do that. you need a high voltage power source, but low amps so you dont die. if you want a shock, like the positive side of a 9 volt battery or take apart a one time use camara and charge the flash, then touch the two metal prongs to your skin.

You just connect wires to each point (- & +) and make the wires complete the circuit. You can do it with a low power spark plug.

hold one bare wire with one hand and the other bare wire with the other hand. make sure that one bare wire is connected to the positive and one to the negitive.
