It was originally intended for suspenders, back in the day, when they fastened into pants with buttons. It kept the suspenders centered on your back. Now they are a convenient way for you to hang up your shirt (on a hook) to prevent it from becoming wrinkled without having to grab a hanger if you're in a rush or just don't feel like it.

They were once called "locker hooks" or "locker loops". They were to be used to hang shirts while at the gym or other places were hangers weren't available.

I think Marsha Blue has it right, and for the Brits out there (I did a double-take at first), it's not suspenders (that would be wierd and wrong on a guy) but braces...
