IN 98 - simply Press Ctrl+alt+Delt Twice
Xp - Press Ctrl+alt+Delt > shutdown > Restart, Press Reset,Start>Turn Off Computer > Turn off

If the computer is not turned on, its quite simple. All you gotta do is to turn the computer on. If you want to reboot, then go to start, and click on shut down and then select restart. click on Ok and let the computer restart.

shut down orderly, if stuck, you just have to turn off the switch and turn it back on. It may go to safe mode, do that and restart the computer afterward
