if its on your property trim them or even better hire someone and send the neighbors the bill

Depends on where you live. Cities & states have different regulations.
In California, you can trim those branches which overhang your property line (not sure if you can cut all the way to the trunk, or just end the cut at the prop line and leave a hanging branch.) But you cannot cut off more than 1/3 of the tree's branches - that would be an overwhelming loss to the tree, such that it could die.
If you cut the branches yourself, you are responsible for any damage. If you hire someone, then it is their liability. On a large tree, I would consult with an arborist who knows how much cutting a particular tree can tolerate.

In most states you can trim the branches overhanging your property with a few exceptions:
1) You cannot cut the tree in a way that may cause it to die
2) Some tree species are protected against non-safety trimming or removal by local law (like Oaks is parts of California)
In reality, it is probably best to contact the neighbor first. Tree issues are a major driver of local disputes and even acting within your legal rights may lead to unpleasant conflicts.

You can,t as far as i know we have the same problem and we conntacted the houseing assosiation who told us there was nothing we could do . Even though it blocks out the sun and causes are garden to be full of flys it may be different were you are so just make enquiries. Good luck i hope you do better than we did.

you have every right to cut anything that hangs in your garden and you have the right in fact by law you must ,give your neighbours their of cuts back,they wont want them ,but you still have to offer them ,mad int it ?
