Or will the cell phone company consider this a long distance call? And vice versa, if somebody from my local area calls my cell when I am outside my local area will this be a local incoming call or a long distance incoming call? Thanks!

No, unless you are on a national plan with no roaming charges, whenever you use your phone outside of your coverage area, no matter who you call or where the person is, it will still count as roaming. Incomming or Outgoing, it is still the same. Who is your carrier?

When you are outside your area, it is considered "roaming". What roaming does is where you use a cell tower from a different cellular provider. When this happens, you are charged a higher rate.

For example, let's say I use Sprint. When I'm roaming, I make a call. The nearest tower, which just happens to be a Verizon tower, connects my call. I will charged at around $0.35 a minute to roam.
That's an example, but the idea is still there.

like all of the phone compannys have free long distanst. but you will be charged like 15 cents/ minute for roaming charges. us cellular has a free incomming plan and a free roaming plan

you will not be charged long distance by any carrier I know of, howver you will more than likely be charged roaming.
