Yes, it means that Magneto is slowly getting his powers back. It was a good way to set up for another X-Men movie.

I Think If They did Make a 4th movie they shouldn't have magneto as the bad guy he sucks i would like to see apocalypse

Yep, it does. Guess they wanted to leave the door open for a fourth film. Really hope they don't though, loved the first two they were great, but thought they really messed up with the third one!
