It sounds like the bat has simply chosen your backyard chair as a place to roost for the day.
It is COMPLETELY harmless.
If you move the chair, yes it will likely fly away to find a new roost. It will first fly and circle in the area for a short time. This is because you just woke it up from sleeping, and it is still disoriented, and not sure what to do, and is probably hoping you'll go away so it can go back to the roost it had found. It will probably flutter about down low (about head height) in the area for a few minutes as it gets its bearings. It will NOT attack you, although it may well fly close to people during this time.
If bats are mishandled or injured, they will bite defensively, but they don't attack without reason. They do not get caught in people's hair for any reason at any time.
The better plan of action would be to let it sleep, and it will probably take off in the evening and not return. The bat itself is not being annoying. It's merely sleeping. If you wake it up now, it will have to expend energy and time searching for a new roost. In some areas, it is illegal to harass wildlife and forcing a harmless bat to leave its roost prematurely could definitely be considered harassment.
Very, very, very few bats actually have rabies. Your dog is more likely to have rabies than this bat is. And your dog doesn't eat mosquitoes.
Leave the poor creature alone.

It won't get caught in your hair. Bats can sense you and know you are bigger than an insect it wants to eat.
Leave it alone. Some bats carry rabies, so you don't want to get too close to it. Keep your dog away, and if the bat is going to be hanging around, make sure your dog's rabies vaccinations are up to date.
If you want to keep it, you can hang a bat house on the side of your house. You can purchase them on the Web or find instructions on building one. Bats are great at killing mosquitoes and other flying pests, eating several pounds of them per day.
If you don't want to keep it, call Animal Control. They will remove it for you, but they will probably kill it.

Be thankful you have bats nearby -- they eat mosquitos, and I think we can all agree we need less of them. Tonight the bat will fly away -- if you need your chair before night time you can gently brush the bat with a broom. The bat will take off and he won't bother you in the process.

keep it out of the house. its probobly just hunting.
if you live near animals such as cattle stay away but your probly just scaring it more by messing with it leave it till tonite and if it bothers you agian call animal control

Get your dog inside, and call animal control. It is acting strange, coming that close to humans, and it may have rabies. Please get the dog in!!!
