Because "cold" is not a nice thing to be. It suggests discomfort. Whereas "cool" is good because when it's too hot out and you go in somewhere and you say, "it's nice and cool in here."
"Cool" is suggestive of refreshment. Also there are things like when someone can "keep their cool" in a challenging situation.
"Cool" is all about not letting the heat get to you. LIke you know how they say, "If you can't stand the heat, get out of the kitchen." Well, cool people would stay right in that kitchen and get stuck in 'cause they're .......Cool.

They are relative terms, but basically if the prevailing temperature is only few degrees below what might be deemed comfortable, then one says "cool". If it is many degrees below this comfort zone, then one says "cold".
