Well, I was going to say no, but after a bit of research, it turns out that he might actually be able to. It would still be better if you are with him, but it looks like he would be okay anyway, as long as he is hunting and during the right season.

That is the Arkansas State Code regarding handgun possession by persons under 18. It says that they are prohibited, but makes an exception for hunting game that is lawful to hunt with a handgun according to the Arkansas Game and Fish Commission.

And take a look at page 16. What I can gather from looking at all this is that during "Modern Gun Season", it is legal to hunt deer with a handgun larger than .22 caliber. Check out the following pages for each type of animal and its season. It lists allowed hunting equipment, and has restrictions for certain animals about handgun size. Anywhere that is says "Modern Gun", though, as long as it doesn't make a size restriction, appears to be allowed to be hunted with handguns. It's a long guidebook and provides plenty of details.
Not that he would really be hunting with the handgun, but it being permissable to hunt with a handgun during that season is what allows him to carry the handgun without being in violation of the law for minors possessing handguns.

Several things: if he hunts in a public park (federal or state), there may be regulations against carrying hand guns in those places. You need to check with the specific agencies. I do know carrying it concealed probably won't be permitted since he is a minor. Maybe he can carry openly (not concealed). Check on NRA web site.

I can not find a state that it is legal to own a 9mm at 14 yrs of age. I found several 14 yr olds that murdered family & classmates with illegal guns. I am not for gun control of any kind except automatic weapons & children owning guns. 14 is not the age they have matured enough for hand gun.

Depending on your state law... most likely not! Besides... many states don't even allow semi-auto while hunting. Call your state game commission.
