as long as he can prove that he is being deprived of his livestock he can kill a bear or other animal. before he does this though he must get a deprivation permit from the State Game and Fish commission. otherwise it can be hard to prove. this doesn't all ways work though, if the animal is protected by the federal endangered species act then you have several very difficult hurdles to leap.

Generally speaking you can kill an animal to protect your livestock. There are cases where the land is rented from the state/fed, and often there are stipulations that you can NOT kill predators.
