If it is not written in the contract, chances are you are NOT getting them. Look up the classified ads and you can find some used ones available for less than $200. If your landlord gave you one empty promise, chances are more will happen. Just find another place to live, there are good responsible landlords out there.

NO. Do not hit him. This will not get you the washer or dryer, but a night in jail! I would find a new place to live.

If it was "promised" that's a contract. You may be able to enforce or entice compliance. Could you offer to get and install them in return for an appropriate reduction in rent?
