A bag of Jelly Beans
1 Purple Tights / Leggings
1 Purple Leotard / Long Sleeve Shirt
1 Clear Garbage Bag (Lawn Size)
2 pkg. Multi-colored Ballons
Ribbon
Cut holes in the garbage bag for you arms and legs
Inflate the balloons and fill the garbage bag with them (you should put the bag on first)
Tie ribbon around top (your neck)

somewhat sacreligious, but a cute idea I had was to be a devil in a blue dress--wear a blue dress, then add horns, a tail, and a pitchfork (somewhat inexpensive at wal-mart or someplace). Much less expensive than buying a whole costume, and will keep people guessing.

Be capt jack sparrow, go all out with the costume, makeup, hair and the walk, and speech. Then walk around with a bottle of captain morgan's spiced rum : )

You could dress up as a big halloween candy, lol. :)
(or try dressing up as the person you go to for trick or treating or the person hosting the party you go to if you're older)
