personally i think it looks kinda tacky. no matter which way you fold them. so i wouldn't fold them at all. but watever. thats just my opinion.

Fold them inward?...why? Cuffed jeans are still "in"....amd probably will be because boots are very fashionable this season, too. Hem them, if you want a "capri look", then

I wouldn't but you can do whatever you like! They're your jeans. Personally, I'd either hem them or cut them off to give them a frayed look. good luck!
